DESCRIPTION:This CEN Workshop Agreement (CWA) aims to define a cooperative framework and the required guidelines for stakeholders from multiple operational organizations to be able to exchange information on situational awareness and the status of the operations\, as it is necessary in large-scale crises.  \n\n\n\nMore specifically\, the CWA seeks to strengthen the structured and consistent flow of information between the agencies involved in emergency response and in substance\, attempts to agree on the information that needs to be exchanged between the emergency response stakeholders. Therefore\, the outcome will focus on achieving consensus on the formalities for messaging of information typically shared during emergencies and crises and processed by the components of the Command & Control (C&C) platforms. \n\n\n\nThe planned CEN Workshop Agreement is intended to be used by the security industry that focus on developing C&C systems and the integrators of related technological solutions for decision support. The planned CWA is not primarily planned to be used directly by the first responders and commanders of the public safety agencies. However\, they will be benefit from the standardization developments and the outcome of the proposed CWA.

SUMMARY:Management of forest fire incidents
DESCRIPTION:his CEN Workshop Agreement (CWA) is intended to benefit the cooperation among the EU and global wildfire management community\, comprising incident commanders\, fire officers\, forest managers\, personnel of the civil protection agencies and Emergency services. \n\n\n\nThis will be approached through a guide to be used by all the interested parties in the EU countries. It is expected that this can be further developed\, monitored and maintained up to date in a coherent manner. \n\n\n\nAt the same time\, such standardization will push the EU security industry dealing with the development and deployment of related Command & Control systems and solutions. Finally\, the outcome of the planned CWA will provide formal visual communication guidelines to support the communication and cooperation of the organizations in charge of managing wildfires and the organizations supporting the field operations (e.g.\, police\, ambulance services\, coast guard\, etc.).

It also aims to provide the interoperability characteristics that digital scenario specifications need to have in order to be able to be employed by the majority of scenario building tools. \n\n\n\nThis CWA is for use by organizations responsible for planning and implementation of exercises in Search and Rescue area\, and particularly local\, regional\, national and international emergency management authorities\, exercise planning teams\, trainers and first responders. It is also of interest to technology providers focusing on the development of scenario building tools for Search and Rescue activities.

DESCRIPTION:This CEN Workshop Agreement (CWA) aims to cover standardisation gaps of the evaluation phase and lessons learnt documentation of an exercise of crisis management. \n\n\n\nISO 22398 includes general requirements of the planning\, execution and evaluation of an exercise\, without particularly providing guidance on the implementation of the evaluation by different participants\, as well as on the documentation of the outcomes and lessons learnt of the exercise. \n\n\n\nHence the scope of the current CWA is twofold: \n\n\n\nstandardisation of the evaluation content of an exercise\, andproposal of a structured form for assessment and lessons learnt documentation.\n\n\n\nEvaluation will be performed in three dimensions: \n\n\n\nevaluation of the exercise methodology and organization\, with the aim of their enhancement for training purposes\,evaluation of participants performance for assessment of operational capabilities tested\, andevaluation of the success and compatibility of the exercise to the crisis/disaster management mission.\n\n\n\nThe CWA is of particular use to exercise planners of first responder organizations and civil protection authorities at national or local level and consequently to all emergency response organizations whose members are being trained and capabilities can be enhanced. Moreover\, this CWA is of interest to technology and research bodies\, as the outcomes of the proposed  standardisation items will provide guidance for the development of customised solutions and methodologies to support evaluation.

DESCRIPTION:In order for a disaster response operation to be effective\, organisations\, systems and equipment must meet the criteria of interoperability. Interoperability frameworks are based on appropriate exchange of information\, knowledge\, experience and its use.  \n\n\n\nInteroperability can be realized in cooperation between different actors in emergency response operation when knowledge\, technical background and the understanding on purpose of the intervention is common.  \n\n\n\nWithin the workshop we investigate the levels of interoperability and examine the tools and methods that develop interoperability:  \n\n\n\n• trainings • exercises • communication platforms • experiences of former disasters \n\n\n\nIn addition\, we need to look at the possibilities of cooperation between each organization and its vision for development.  \n\n\n\nThe EU has 3 levels by definition:  \n\n\n\n1. Organizational interoperability – ensures the cooperation of the internal processes of different organizations and organizational units.  \n\n\n\n2. Semantic interoperability – ensures that the information to be exchanged between organizations and organizational units makes it possible to know exactly in what context how to interpret and process it.  \n\n\n\n3. Technical interoperability – ensures that cooperation between information systems can take place in a technical sense.  \n\n\n\nEvery organization needs to know its place and role in disaster management. The cooperation between organizations operating at the same interfaces is essential.  \n\n\n\nPossible steps:  \n\n\n\n– Identification of activities (cluster)  \n\n\n\n– Defining the level of intervention (territorial\, management)  \n\n\n\n– Research & knowledge sharing  \n\n\n\n– Contacting related organizations  \n\n\n\n– Assessing and developing opportunities for cooperation

SUMMARY:Science for Disaster Risk Management 2020: acting today\, protecting tomorrow
DESCRIPTION:The “Science for Disaster Risk Management 2020: acting today\, protecting tomorrow”\, find out more \n  \nIt is produced with the collaboration of more than 300 experts in disaster risk management. \nThe participants come from different disciplines and sectors (from academia\, civil protection groups\, international organisations and the private sector\, among others) to provide the reader with accurate and updated information on the consequences that disasters have on key assets of society (population\, economic sectors\, critical infrastructures\, environment and cultural heritage) and how these can be managed. Based on all the information collected\, a set of recommendations are provided to four target groups of society (policymakers\, practitioners\, scientists\, citizens) to actively reduce disaster risk in the EU. \nThe authors of the report conclude that it is necessary to reinforce collaborative processes where stakeholders share their knowledge and co-create action\, paying particular attention to the role of citizens and the private sector. At the same time\, it is key to develop a frame to collect\, store and reuse data and information from the aftermath of a disaster to understand the drivers and conditions that lead to losses and damages and so plan more effective measures to protect our future.
